BACKGROUND:

Founded in April 1994, The Humsafar Trust (HST) is India’s first community-based organization (CBO) of self-identified homosexual men, MSM, Hijras, and LBT persons. The HIV interventions of HST are supported by National AIDS Control Organization (NACO) and Mumbai District AIDS Control Society (MDACS) to provide health services to Men who have sex with men (MSM) and Transgender communities every year through Public Health Care delivery systems and its In-house clinics. HST organises advocacy workshops for health care providers, law enforcement agencies, judiciary, legislators, politicians and political parties, Government bodies, media, student community to sensitize them on Gay, MSM and TG issues. HST also provides legal support, crisis management, mental health and nutrition counselling to its communities.  

The Humsafar Trust (HST) was designated by INFOSEM network as a SubRecipient (SR) to increase access to and the uptake of social protection and HIV prevention services for MSM, and TG individuals. The project will focus on strengthening the current social protection component of HIV prevention programs and increasing access to legal official documentation procedures and, utilization of social protection services among unreached MSM, and TG populations.

The Programme & Advocacy Officer (PO) will be responsible to develop key advocacy strategies and managing the activities as per the action plan of the project.  

  • The PO will closely work with the designated SSR and provide them support in ensuring that their project targets are met. 
  • The PO will ensure proper engagement with the Social Welfare Department, Election Department, and Women and Child Welfare Department to avail social entitlement services to the community. 
  • The PO will be responsible for supporting advocacy activities with the SSR partners and also to conduct meetings with key stakeholders 
  • Assist the State Programme specialist in preparing budgets and take care of logistics of Advocacy events. 
  • Identifying emerging needs and challenges of the community and planning activities aligned with project deliverables. 
  • PO will help in the design, development and implementation of the training and capacity-building of programmes for the community volunteers. 
  • Responsible for the implementation of activities regularly to measure achievement against the performance indicators. 
  • Provide support to the State Programme specialist for ensuring the effective management of the budget assigned to project activities in the region.  
  • Capacity Building of team and partners to get optimum results from team. 
  • PO will undertake supervisory visits to the field and also interact with the beneficiaries of the project.  
  • Coordinate and support the verification coordinators to ensure that the social entitlements schemes have been received by the communities.  
  • Closely work with the team including M&E and Finance and provide them data on regular basis. 
  • Liaison with relevant stakeholders at the state level such as SACS, Social Welfare Departments and other mainstreaming agencies.  
  • Any other task as assigned by the Reporting manager. 
  • The PO will be responsible for Karnataka, Tamil Nadu, and Telangana. 

Qualification, Experience and Skills:    

  • Commitment to community work 
  • Knowledge of minimum two languages are preferred.  
  • Strong Interpersonal skills to communicate at different levels of society  
  • At least 3-5 years of management experience in health or development sectors.  
  • Intensive experience in managing HIV prevention, care, support and treatment programmes   
  • Demonstrated knowledge base and documentation skills in relation to gender, sexuality, human rights and HIV/AIDS communication.  
  • A postgraduate or equivalent degree from a reputed university or institute, preferably in social sciences or public health.  

Ability to work independently and as a team player in a complex, multicultural environment, with demonstrated leadership, communication, networking and presentation capabilities.
