Solicitation Title: CBO empanelment as SSR under GFATM CR19 Submit Proposal to: Date of Issue of EOI: 14th July 2023 Last date of submission: 28th July 2023 Applicable States: Telangana and Karnataka BACKGROUND: The Humsafar Trust founded in April 1994, is India’s first community-based organization (CBO) of self-identified homosexual men, MSM, Hijras and LBT persons. The HIV interventions of HST are supported by National AIDS Control Organization (NACO) and Mumbai District AIDS Control Society (MDACS) to provide health services to Men who have sex with men (MSM) and Transgender communities every year through Public Health Care delivery systems and its in-house clinics. HST organises advocacy workshops for health care provides, law enforcement agencies, judiciary, legislators, politicians and political parties, Government bodies, media, student community to sensitise them on Gay, MSM and TG issues. HST also provides legal support, crisis management, mental health and nutrition counselling to its communities. The Humsafar Trust (HST) has been designated by the Integrated Network for Sexual Minority (INFOSEM) network as Sub–Recipient (SR) to increase access to and the uptake of social protection and HIV prevention services for MSM, and TG individuals. The project will focus on strengthening the current social protection component under the existing HIV prevention programs and increasing access to legal official documentation procedures and, utilization of social protection services among unreached MSM, and TG populations. The Humsafar is inviting expression of interest (EOI) from Community based Organizations that are registered under the INFOSEM that have been working in the HIV/AIDS space and/or in the area of availing social protections schemes to the MSM and Transgender community. HST as SR, will implement the project through community–based organisation in coordination with National AIDS Control Organisation (NACO), various central and state departments providing welfare schemes and services to the key populations (KP). The SSRs will identify community volunteers to be trained on social protection, reach out to community members and enable them to obtain ID cards, open bank accounts and access social protection services. HST will train the SSRs on social protection schemes and monitor their activities for efficient and timely reach of the set targets.
