1. About The Humsafar Trust

Founded in April 1994, The Humsafar Trust (HST) is India’s first community-based organization (CBO) of self-identified homosexual men, MSM, Hijras and lesbian, bisexual and transgender (LBT) persons. The HIV interventions of HST are supported by National AIDS Control Organization (NACO) and Mumbai District AIDS Control Society (MDACS) to provide health services to men who have sex with men (MSM) and transgender (TG) communities every year through public health care delivery systems and its in-house clinics. HST organizes advocacy workshops for health care provides, law enforcement agencies, judiciary, legislators, politicians and political parties, government bodies, media, student community to sensitize them on Gay, MSM and TG issues. HST also builds capacities of Community Based Organizations in 27 Indian states on HIV prevention, treatment, care & support and advocacy for lesbian, gay, bisexual, transgender and queer (LGBTQ) rights, in addition to providing legal support, crisis management, mental health and nutrition counselling to its communities. 2. Background of the RFP

Under the EpiC project, The Humsafar Trust will set-up a TG-led Beauty Salon as a social enterprise.

The transgender-salon will serve as a full-service ‘beauty salon social enterprise’ led by the transgender community.  

Purpose of the Project (Objective) –

The purpose is to provide high quality, stigma free services for transgender persons and public at large.

This business plan is supported by FHI 360 EpiC project. The salon will be a safe space for the TG community members in Kalyan in the outskirts of Mumbai.

Purpose of the Project (Scope of Work) –

Renovation work of 1,000 sq. ft space as per assigned floor plan. For Floor Plan, kindly refer to Annexure II.  The contractor must have thorough knowledge of procurement and implementation of the size and kind of work.

 

3. Scope Of  Work

Provide high quality civil work, interior services with good ambience and workspace of 1,000 square feet of space in Kalyan to set-up a beauty parlour.

 The selected vendor is expected to carry out the Salon interior work on the following deliverables:

4. Expected Outcomes

5. 1. 360 degree interior work to setup the salon in record time
   2. All fixture work to be completed and tested before handover with a clearance report
   3. Work to be completed within agreed timelines

    

 

5. 5. Safeguards Agency/consultant(s) are advised to adhere to the HIV Act 2017 and specially to consent & confidentiality and in respecting the human rights of all members of the Project. The Humsafar Trust is committed to safeguard community members’ confidentiality, respect for their spaces. The agency/consultant(s) will ensure non-discriminatory approach in conducting the work, interaction with Project members. 

 

5. 6. Activities & TimelinesThe agency is expected to be completed in approximately 4 weeks including finalizing the salon premises from the date of award of the contract.

 

5. 7. Who Can Apply To This RFP?Agency/consultant(s) must demonstrate the following requirements in their application in order to be considered:
   1. The agency/consultant(s) is expected to have a minimum of 3 years of experience in the same business/ providing services.
   2. The team lead should have experience in similar work undertaken for any reputed establishment.

    

 

8. Proposal Submission Guidelines

The proposal should be submitted in two parts: i) Technical Proposal, and ii) Financial Proposal.  The Financial file should be password protected and password needs to share on the Email ID provided in this RFP.

The Technical Proposal must contain the following: 

 Technical Proposal

A document outlining the timeline and stages of development to complete the work as per the floor plan attached herewith this RFP

          Brochure/flyer/samples of earlier work completed of similar nature and list of the clients with whom you have worked before (for reference).

Contact information of two key officials who will manage, lead and sign In case of individual consultant, contact information of one key person is required

 

Financial Proposal (to be shared in a separate password protected Excel or Word document)

• Use Annexure – 1 format for the submitting the Financial Bid Provide detailed cost estimates for each of the task as listed in the scope of work
• All quotations should be valid for at least 90-days from the time of issuance of the RFP
• TDS will be deducted on Advance/Invoice amount as per the Income Tax Act, 1961.
• Provide copy of PAN Card, Aadhar Card, GST Registration (if applicable)
• Timelines for submission of Invoices as well as payment terms to be stated in the financial proposal

 

9. Criteria For Selection Of An Agency

HST reserves the right to select a short list from the bids received. HST can conduct interview and discuss specific details with agency/consultant(s) who are short-listed.

 

10. Right T0 Final Negotiations

HST reserves the option to negotiate on the final costs and final scope of work, and also reserves the

option to limit or include third parties at HST’s sole and full discretion in such negotiations.
