About the Organization: 

The Humsafar Trust Founded in April 1994, The Humsafar Trust (HST) is India’s first community-based organization (CBO) of self-identified homosexual men, MSM, Hijras, and LBT persons. The HIV interventions of HST are supported by National AIDS Control Organization (NACO) and the Mumbai District AIDS Control Society (MDACS) to provide health services to Men who have sex with men (MSM) and Transgender communities every year through Public Health Care delivery systems and its In-house clinics. HST organizes advocacy workshops for health care providers, law enforcement agencies, judiciary, legislators, politicians and political parties, Government bodies, media, and the student community to sensitize them on Gay, MSM, and TG issues. HST also provides legal support, crisis management, mental health, and nutrition counseling to its communities.

The Humsafar Trust has been awarded the Sub recipient of the Global Fund Project. This project aims to consider challenges faced by key populations. This grant request seeks investments to build a strong, sustainable, and resilient mechanism to address the needs of the key population through a community response. The outcomes will build resilient community groups to mitigate the impact of unforeseen circumstances like the COVID pandemic. The project takes a stride closer to enhancing the enabling environment by reducing gender, legal, and human rights-related barriers that impede community response to HIV services. The project will also facilitate contributing to one of the unmet objectives of the National Strategic Plan of the elimination of stigma and discrimination. Job Summary: 

The person will be accountable for managing regular financial accounting, booking, budgeting, documentation and tracking of GFATM supported project related expenses. The person will also support to HST Mumbai Office in drafting financial projections and tracking actual expenses. S/he will engage and work with Project Director, Finance Manager 

The person will support Finance Manager in ensuring complete compliance to GFATM financial norms & system and Indian laws in financial management and reporting. The person may be provided additional responsibilities as advised by Manager Finance and Project Director. The specific responsibilities are listed below: 

Job Responsibilities:

  • Ensure timely and quality Financial Bookings and Payments 
  • Review all Travel Expense Reports (TER), Petty cash review/settlements & other expenses as per HSTs policy and processes and donor expectations. 
  • Make Data Entries in Tally ERP and prepare monthly financial statements in a timely manner. 
  • Checking & booking all payments and coordinating process for release of timely payments. 
  • Ensure all the financial transactions are properly authorized, recorded, have adequate support documentation, filed, maintained, and easily extracted for the purpose of financial statements and audit. 
  • Check and ensure all procurement processes and expenditures of the project are in accordance with organizations and donor procedures. 
  • To have more focus on voucher’s accuracy details with budget codes and use uniform/standard narration for defined expenditure (like travel, mobile, and any others) 
  • Ensure that all statutory compliances are met in time and given dates specified by different departments of Govt. of India. 
  • Ensure that taxes are deducted and deposited into Govt. account as per the norms and conditions set by Govt 
  • Ensure accounting and financial controls are in order including accounts payable, account receivables, payroll, cash management, and financial documents. 
  • Aging of Payable/Receivable on a monthly basis and report to the Line Manager 
  • Ensure timely filing of documents and to be kept a safe place for audits from various donors/agencies. 
  • PAID and Project stamping/ensuring all vouchers before scanning/filling on weekly basis. 
  • Real time updating bills tracker, recurring payments, employee communication etc. 
  • Support in preparation of the monthly financial reports and budget tracking. 
  • Support Manager to track the budget utilization as per the line heads and approved budget limit. 
  • Support in preparation of the budget and budget revision/amendment. 
  • Review quarterly budget projection and analysis- gaps. 
  • Support Finance Manager/Associate Director in the selection of new partner agency. 
  • Organize donor visits (based on the requirement) and ensure necessary coordination. 
  • Conduct Financial reviews of SSRs as per HST’s norms which will include reviewing books of accounts, supporting documents & validation of Statutory compliances.  

Others 

  • Any other task as required by the management. 
  • Support in the Conduct of Financial Review and Audit 
  • Support in conducting a financial review of partner financial expense and budget from External & Internal Auditors 
  • Support in the conduct and execution of GFATM financial audit review 
  • Any other task as required by the management. 

Qualification 

Essential: 

Graduate/ Post-graduate (commerce) 

Minimum 5 years of experience in handling accounting, budgeting, bank transactions, and audits 

Understanding of Indian laws like taxation, PF, FCRA, etc 

Proficient in MS office and excel and other accounting.

Preferred: 

Knowledge of GFATM/USAID financial and reporting system 

Experience in handing finance and budget on GFATM supported projects at least for two years 

Communication skills: 

Able to articulate and communicate well to all stakeholders (both verbally and in writing) in a manner that meets the different needs of different audiences. 

Language skills: 
Fluency in speaking, writing, and reading English and Hindi. 

Compensation: 

Monthly remuneration up to INR 62,000/- will be offered to the candidate commensurate with qualifications and experience.
