BACKGROUND: 

Founded in April 1994, The Humsafar Trust (HST) is India’s first community-based organization (CBO) of self-identified homosexual men, MSM, Hijras and LBT persons. The HIV interventions of HST are supported by National AIDS Control Organization (NACO) and Mumbai District AIDS Control Society (MDACS) to provide health services to Men who have sex with men (MSM) and Transgender communities every year through Public Health Care delivery systems and its In-house clinics. HST organises advocacy workshops for health care provides, law enforcement agencies, judiciary, legislators, politicians and political parties, Government bodies, media, student community to sensitise them on Gay, MSM and TG issues. HST also provides legal support, crisis management, mental health and nutrition counseling to its communities.

The Humsafar Trust (HST) designated by INFOSEM network as SubRecipient (SR) to increase access to and the uptake of social protection and HIV prevention services for MSM, and TG individuals. The project will focus on strengthening the current social protection component of HIV prevention programs and increasing access to legal official documentation procedures and, utilization of social protection services among unreached MSM, and TG populations.

JOB DESCRIPTION/RESPONSIBILITIES: 

Key Responsibilities: 

  • The State Programme Specialist will contribute 100% of their time to this project.  
  • Maintain the project work plan updated in accordance with project activities and timeframes.
  • Work closely with NACO, SACS and DAPCU officials to ensure that the program is implemented as per the guidelines and the required support mechanisms are set in place.
  • Responsible for the implementation of activities regularly to measure achievement against the performance indicators. 
  • Identify and undertake advocacy activities in the region to address the needs of the community related to the easy accessibility of Social protection schemes to the MSM and Transgender community.  
  • Be responsible for implementation of activities on a regular basis to measure achievement against the performance indicators. Review the quality of existing data in the project subject areas. Check data quality with partners. 
  • Ensure the effective management of the budget assigned to project activities in India. 
  • Prepare briefs, provide inputs to project technical reports and updates regarding activities in the project.
  • Closely work with the Community based organizations (SSRs) and provide them technical support to achieve the project targets. 

QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES: 

Essential: 

  1. Master’s degree in Social Sciences, Health, Development, or equivalent discipline
  2. At least 5 years of progressively responsible project management experience in public health, at the national level. 
  3. Experience in HIV/AIDS sector especially in the implementation of Care & Support/ community systems strengthening programs. 

Skills and Competencies: 

  1. Experience of collaborating with community organisations and groups to deliver excellent HIV and health interventions.
  2. Demonstrated knowledge and understanding of advocacy initiatives and project management.
  3. Strong commitment to team-working, collaboration, consensus building and negotiation. 
  4. Excellent analytical, writing, and verbal communication skills.
  5. Ability to work effectively in teams as well as independently 
  6. Ability and willingness to undertake travel approximately 40% to 50% of time primarily within India where the program is being implemented 
  7. Experience of working in the area of Social Protection Schemes.
  8. Proficient in English, Hindi, and any other regional language of India.  

COMPENSATION OFFERED:
